Which brings us to the logical conclusion of this (and pretty much
every other) interaction between private citizens and the government of
the District of Columbia: If the District can f**k it up, they will
f**k it up.

That is now my personal motto whenever I am forced to deal with the
District, whether I’m paying my taxes or getting a replacement garbage
can. I’ve found that by mentally preparing myself early-on for the
inevitable f**k-up, I can avoid the frustration and anger that I used
to experience when I first moved to the District. Likewise, by
anticipating the likely exigencies what will transpire when the
District f**ks something up (and it will), I can avoid the accompanying
fines, levies and assorted other costs that the District will
invariably attempt to slap me with. Since internalizing this
unfortunate reality, my life has become much, much easier. So, if you
live in Hill East and you can adapt to the f**k-ups, I think you’ll
find that the District can be a great place to live.

His tags were everywhere. I met him in 95 when he visited our dorms for some reason. On his way out, he tagged one of the hallways in our dorm; his mark remained there less than a week. However, there are still a couple of tags out there near Union Station that have been there 10+ years.
